Q1: How has the scope of the new policy changed?

A: The new policy, effective in 2026, applies to a wider spatial scope. All 13 supporting policies apply to both the Beijing CBD functional area and the Jinzhan International Cooperation Service Zone. Among them, three policies focused on building a headquarters economy cluster (supporting headquarters’ capability enhancement, promoting specialized headquarters development, and encouraging functional headquarters) apply district-wide in Chaoyang, further expanding the coverage of headquarters policies in the CBD.

 A: The policy support areas are now more focused, aligning with Beijing CBD’s development directions: building a headquarters economy cluster, an international financial cluster, an international law-business integration demonstration zone, and a world-class business environment pilot zone. Four fields of support policies were introduced, balancing the goals of improving existing assets and attracting new investment to support related enterprises.

  1. Headquarters Economy
    The new policy retains support for specialized headquarters (functional, service, financial) from the previous measures. It also adds new support policies aligned with Beijing Municipal Commerce Bureau’s latest headquarters recognition policy, including support for multinational regional headquarters, foreign-funded R&D headquarters, trade headquarters, cultural headquarters, tech innovation headquarters, and industry demonstration headquarters.
  2. International Finance
    To build an international financial cluster and a hub for sovereign wealth funds, the policy adds support for foreign financial institutions’ establishment and development, renowned venture capital institutions’ settlement, and sovereign wealth fund investment layout.
  3. Professional Services
    To promote the international law-business integration demonstration zone and strengthen the cluster of professional service institutions, the policy adds support for capacity enhancement of these institutions, CBD professional service vouchers, and service trade development. Covered sectors include legal, accounting and auditing, management consulting, advertising, human resources, intellectual property, inspection and testing services, and service trade enterprises.
  4. Business Environment
    To optimize the business environment, the policy offers support in business district format quality, office building environment, international institution settlement, and attracting and cultivating industries. Examples include incentives for introducing international brand stores, building cultural and artistic spaces, encouraging limited-time pedestrian streets, and supporting industry- or country-specific buildings. The aim is to create a comprehensive, world-class business environment pilot zone from the perspectives of consumer experience, office environment, and internationalization.
